  1. Brazil is heading to a runoff. Flávio Bolsonaro won 47.04% and Lula 45.15%, sending voters back to the polls on October 25. Endorsements from eliminated candidates and detailed fiscal programmes now matter.

  2. Seven OPEC+ countries will not raise November output. The group will keep September's required levels and meet again on November 1. The decision is relevant to European and Hungarian fuel costs.

  3. Seventeen countries endorsed a joint AI science vision. The Kyoto document advocates new research-funding models and wider access to infrastructure. It specifies no budget or deadline.

  4. Jay Clayton will lead the new U.S. AI task force. The group is tasked with coordinating federal policy. Its written mandate and budget are not yet public.
