A key limitation is that the text specifies no budget, deadline or joint programme. It repeatedly uses “endeavor,” signalling political direction rather than an immediately enforceable funding decision. For Hungarian researchers and technology companies, practical value will depend on whether accessible programmes, computing capacity and cross-border doctoral partnerships follow.
The declaration also stresses reproducibility, transparency, communication of uncertainty and the value of negative results.
