At its 27 October press conference, the government announced that the Wekerle+ home-purchase and construction loan would launch on 28 October, replacing Otthon Start. For Hungarian homebuyers, the immediate issue is coordinating existing purchase commitments with the timing of bank financing.
In brief
- The government announced the launch of a new loan programme.
- The age ceiling was raised above the previously planned level.
- The decree and bank conditions still need checking.
In Index’s live reporting, Péter Magyar said: “This will be a better-targeted programme.” The announced upper age limit is 45 instead of the previously planned 41. The quotation expresses the government’s objective; actual access and effects will need to be assessed through implementation.
According to Portfolio’s live coverage, a 15-day transitional opportunity to submit Otthon Start applications was announced for purchase contracts already signed. Its report describes interest rates of 3% for new homes and 5% for existing homes. These are parameters announced at the press conference, not bank offers made to a particular customer.
Our housing-market assessment is that different rates may influence which properties buyers consider, but the total price and required deposit still matter. A higher price for a new home could absorb the advantage of cheaper financing. We therefore derive no house-price forecast from the announcement and do not claim every affected buyer will obtain a loan.
In an ongoing purchase, signing the contract, submitting the loan application and disbursement are separate dates. Our practical observation is that none should be assumed to occur merely because a programme has a launch date. Supplying missing documents and obtaining a valuation can also take significant time in an individual transaction.
The latest house-price index provides market background, while budget plans describe the financing environment. The precise transitional rules in the promulgated decree and banks’ actual application procedures are the next developments to watch. We could not yet verify these in original documents during our checks, so we do not list detailed eligibility exceptions.
