In brief
- The government has announced a deficit target for next year.
- The detailed budget process is still ahead.
- Our calculation shows the planned change in the ratio.
The government plans a general government deficit of 4.9% of GDP for 2027, after the 7.5% indicated for the end of this year. The official government summary reports Prime Minister Péter Magyar’s parliamentary announcement of 19 October. For Hungarian businesses, this is an intended framework for next year’s planning, not a completed budget outturn.
The announcement also mentions a HUF 300 billion safety reserve. Our subtraction gives a difference of 2.6 percentage points between the deficit ratios: a planned reduction, not savings already achieved. A GDP ratio cannot be converted into an amount of forints without the economy’s nominal size.
Telex’s independent report also summarises the announcements for next year. In coverage of the parliamentary debate, the opposition criticised the absence of a detailed submitted text. According to the government, the document will first go to the Fiscal Council and then be submitted to Parliament.
Our earlier IMF assessment and report on international fiscal frameworks offer different institutional perspectives. A company’s financial plan should distinguish an announced direction from an adopted tax rule and an actual payment deadline. The next material documents will be the detailed budget proposal and the Council’s assessment.
The government text offers businesses “partnership and cooperation”. This is the document’s own statement of intent, whose fulfilment can subsequently be assessed against detailed rules and implementation. We therefore treat the announced target, the offer to businesses and the actual budget balance as separate claims.
Interpreting the safety reserve requires its permitted uses and conditions as well as its size. We do not estimate a company’s orders or chances of obtaining support from the amount. Assessing a concrete business impact will require comparing the adopted detailed rule, its start date and the relevant tax base with the company’s own figures. This is our editorial assessment method, not an individual eligibility certificate already issued by the government.
