The State Aid Monitoring Office lists a discount rate of 6.43% applicable from 1 November. The new figure can matter to Hungarian aid-granting bodies and recipient businesses when comparing amounts paid at different times.
The table gives the previous rate, effective from 1 January, as 7.46%. Our subtraction yields a difference of 1.03 percentage points. The office’s page provides effective dates rather than a separate news publication date; we checked the source on 1 November.
The office’s methodological note assigns discounting to calculating the present value of aid paid in instalments. In our interpretation, a lower rate produces a higher present value when the future amount and payment date are unchanged. The nominal sum actually paid to the business may nevertheless remain the same.
Present value brings amounts due on different dates to a common valuation date. It is a calculation for comparison, not a new promise of payment.
The calculation therefore needs to identify both the payment schedule and the applicable rate date. The individual terms of the aid decision must be checked before deciding which figure applies to a particular case.
Our reports on the Mediterranean investment platform and business credit conditions provide financing context. The next question to clarify is the calculation date used by each aid scheme; the granting institution’s documentation governs that issue.
