The European Commission identified four workstreams to prepare the EU for future enlargement: governance, rule-of-law and democratic values, common policies, and the budget. According to the Commission’s 6 October briefing, preparations begin within the current treaty framework, while payments would be linked to delivery of reforms.
The plan mentions gradual integration in energy, transport, digital cooperation and defence, alongside annual political dialogues. It is not a decision to admit new member states; it is preparation of EU institutions and rules. The Commission promises indicative roadmaps for Montenegro, Albania, Moldova and Ukraine in the 2026 enlargement package.
For Hungary, the biggest stakes may be changes to budget rules, agricultural and cohesion policy, and institutional decision-making. Proposed gradual integration also means some benefits and obligations could appear before full membership, but the detailed terms have not been adopted.
