According to the European Commission's 13 October notice, CERT-EU and Ukraine's CERT-UA signed an administrative arrangement at the 5th EU-Ukraine Cyber Dialogue in Brussels. It is intended to start information exchange and improve both sides' ability to prevent, detect and mitigate cyber incidents.
At the 9 October meeting, participants also reviewed Ukraine's alignment with the NIS2 Directive and Cyber Resilience Act, implementation of the 5G Cybersecurity Toolbox, crisis management and support for cybercrime investigations. The administrative arrangement is an operational framework, not an EU membership decision, and it does not automatically change obligations for Hungarian organisations.
For Hungarian companies, it may matter through supply chains, incident notifications and cross-border threat intelligence, particularly where Ukrainian partners or infrastructure are involved. Related context includes our article on EU AI incidents and the EU Code Week skills programme. The first joint alerts, exercises and incident-response results will show the arrangement's practical value.
