According to the European Commission's 12 October statement, the AI Scientific Panel examined recently reported loss-of-control incidents. The Commission did not name the systems or developers, so the public material does not establish the incidents' precise scope. The AI Office received serious-incident reports and sent requests for information to relevant parties.
The panel also discussed recursive self-improvement and training methods that may reduce model monitorability. Its recommendations include internal model-governance rules, EU investigation capacity, international information sharing and common crisis-response requirements. These are expert recommendations, not newly applicable legislation.
For Hungarian developers and deployers, documentation, incident reporting, supplier checks and model-change tracking are the main practical stakes. Related background includes the EU Code Week AI skills programme and Volkswagen's European technology plan. The next developments are the Commission's consolidated questions and any formal investigation findings.
The Commission acknowledges that important details remain unknown. Severity, responsibility and actual harm can therefore be assessed only from documented investigation findings.
