Regulation (EU) 2026/2269 became applicable on 10 October, granting temporary tariff relief to specified Armenian products for two years. The European Commission's Access2Markets notice says the package may liberalise around 80% of Armenia's exports to the Union.
The measure does not automatically abolish every duty. One annex removes ad valorem duties without a quantitative ceiling, while another uses annual tariff quotas. Specific duties are not covered, and the normal tariff returns once a quota is exhausted.
Hungarian importers must verify the CN code and TARIC classification product by product and prove preferential Armenian origin. An EUR.1 certificate or a compliant invoice declaration may be used; above EUR 6,000, exporter authorisation is especially relevant. The first quota period runs until 31 December 2026. The next checkpoints are the Commission's quota management and utilisation by product code. The 80% figure is an estimate of policy coverage, not an automatic zero tariff for every Armenian good.
