Observers to assess Serbia’s election on Monday

Preliminary conclusions on the 25 October parliamentary election will be presented in Belgrade at 15:00 on 26 October.

The OSCE Office for Democratic Institutions and Human Rights has scheduled the international observers’ press conference following Serbia’s early parliamentary election for 15:00 on 26 October. For Hungarian readers following a neighbouring country’s politics, this will provide a verifiable reference point for assessing how the election was conducted.

The ODIHR announcement dated 23 October promises preliminary conclusions on the 25 October vote. The Belgrade time is also 15:00 in Budapest. The scheduled event does not establish what assessment observers will give; that can be reported only from the assessment delivered and published.

Election results and an observation report answer different questions. One describes votes and seats; the other provides criteria for assessing the electoral process. When reading preliminary findings, it is useful to distinguish a specific observation, its supporting evidence and the conclusion drawn from it. We establish neither a winner nor a turnout figure from this announcement.

Our earlier articles on Costa’s Budapest speech and the UN Day appeal for cooperation provide regional and international institutional context. The next concrete event is Monday’s press conference; ODIHR’s page also lists a livestream.

The report’s value also depends on the locations and procedural stages examined. Extending one local observation to the entire country requires separate evidence, so the scope of observation is another detail to read in the eventual report.
