Swiss voters reject stricter neutrality rules

Update — 27 September 2026. According to the Swiss Federal Statistical Office's provisional official final result, 70.15% of voters rejected the “Neutrality Initiative” and 29.85% supported it. Turnout was 47.06%, and the proposal failed to win a majority in any canton.

The initiative would have embedded a stricter definition of Swiss neutrality in the constitution. According to the federal government's explanation, it would have limited cooperation with military and defence alliances as well as sanctions against belligerent states, except for UN sanctions and measures intended to prevent sanctions evasion.

The result does not amount to abandoning Swiss neutrality. Voters rejected tighter constitutional constraints, leaving Bern with its existing foreign-policy flexibility to consider joining sanctions and participating in international security cooperation while remaining neutral.

That policy room is the vote's main significance for Europe. Switzerland largely adopted European Union sanctions after Russia's attack on Ukraine; approval of the initiative would have narrowed that practice substantially.
