A European Commission report dated September 25 described a workshop held on September 10 on automatic enrolment into supplementary pension schemes, with an option to leave. The report did not announce an adopted new system binding on every member state.
The difference lies in the default. With voluntary sign-up, savers must initiate participation; with automatic enrolment, participation starts unless they choose to opt out. Contribution levels, fees, investment risk and access conditions still need to be understood.
More participants are not the only test of success. A scheme can attract additional members while its costs or risks remain unsuitable for some savers. Evaluation therefore needs to consider sustained contributions, opt-outs and outcomes after charges, alongside participation itself.
Any Hungarian application would require specific domestic rules and product terms. An EU policy discussion does not automatically change existing pension contracts. A detailed proposal, clear cost information and understandable communication to affected savers would be the next substantive developments.
