On 30 October, the European Commission reported definitive anti-dumping duties on PET spunbond arriving from China. For Hungarian buyers connected with waterproofing materials, identifying the specific product and supplier matters: the announced tariff range cannot establish the change in the cost of an entire construction project.
The Commission’s announcement specifies definitive duties of 39.8–48.1% for five years. The previous provisional range was 45.6–50%. PET spunbond is a polyester nonwoven material that can serve as a carrier for waterproofing.
Our subtraction shows the lower endpoint is 5.8 percentage points below the previous one and the upper endpoint 1.9 points lower. This compares two ranges only; it does not establish that a given producer’s burden changes by exactly those amounts. The applicable company rate, product description and import date must be checked together.
The European refinery dialogue and a proposal addressing supplier-switching costs illuminate other aspects of industrial procurement. The importer’s next step is to compare the full definitive measure linked by the Commission with its goods and customs procedure. The announcement does not allow us to provide an individual customs classification, and we do not assume costs will be passed through to consumer prices.
A procurement quote may also involve changes in transport, insurance and payment terms alongside duty. Listing these separately helps compare two quotes on the basis of the same cost components.
